The Balasore region was part of ancient Kalinga which later became the site of Toshala or Utkal, until the death of Mukunda Dev. It was compiled by the Moghuls in 1568 and remained part of their suzerainty until the middle of the eighteenth century, to be clarified until 1750-51.
